Как установить RxTx Java библиотеки на Windows
Для работы с RXTX в Java, нам нужно для начала её установить. Переходим на странице Как Установить Java (JDK) и Eclipse на Windows 7 если не знаете как это делается.
- Качаем файл RXTXcomm.jar и копируем в %JAVA_HOME%\lib\ext.
- Качаем файл rxtxSerial.dll и копируем в %JAVA_HOME%\bin.
Что такое JAVA_HOME смотрим Установка JDK и Eclipse.
Замечание:
В случае если не запускается .jar, тогда скопируйте .dll в папку с бат файлом, то есть там где планируете запустить .jar.Пример, картинка ниже.

Подскажи пожалуйста на виндовс 10 можно делать все что здес описано или только на 7 прост в jdk немого найти папку lib/ext моет из этого неработающих ничего потомучто команды вроде передаются а машинка реакция нулевая и команды неотоброжаются
